Program detailing power usage, like on smartphones.

Hi all.
Are there any programs for windows laptops that tell how much power is consumed by what program\function\hardware?

I am talking along the lines of smartphones. They have programs that say things like 50% standby 25% operating system, 10% wi-fi etc.

Are there such programs for PC's? They would be very helpful for battery management.
