Radeon GPU supposed to be up to 1405 MB of VRAM, GPU-Z says otherwise.

Hello all. I have an integrated Radeon 4250 GPU. It is supposed to be able to have up to 1405 MB of allocated VRAM, but when I use GPU-Z, it says Memory Size is 256 MB. Does that mean I can only allocate up to 256 MB, or that it is currently allocated 256 MB of RAM? If I can allocate the full 1405 MB, do I just do it from the BIOS?
