RAM fluctuating from 665Mhz to 1064Mhz , never stable!

Laptop - Asus R558UQ-DM513D
RAM - DDR4 4GB 2133Mhz (Built-in)

From my knowledge about RAM's , my 2133 frequency RAM should be running at 1064 constantly.But it keeps fluctuating when I checked on CPU-Z.

Is this normal or what's wrong?

It is fluctuating throughout ,just after booting up also I checked and this happens! here are my cpu stats

Is the CPU throttling when the memory speed fluctuates? If not, it might be an issue with the controller (CPU) or the memory module(s). Make sure you don't have two different memory sticks with different specs, also; that might cause a conflict in system info utilities, as far as what they report (actual performance should just downclock to the lowest common denominator).

Nope . no CPU throttling at all , never noticed a high temp and it's running on a single soldered RAM module of 4GB , I don't have any additional RAM module installed in the harware
