No. Your laptop uses DDR3, those are DDR4.

1x16GB???? As said "Check your manual to see what it supports" if you lost the manual, check your laptops website to see what DRAM it supports

From everything I see, that laptop ( DELL inspiron 17R Special Edition) only supports a maximum of 8GB of RAM anyhow, so if you have 8GB already, you have as much as can be used and cannot increase the amount of RAM in that unit.
