Solved! rca tv won't turn on with remote

I have put new batteries in the remote and even purchased a universal remote nothing happens. I can use the buttons on the side to turn tv on and off and volume up and down and change channels but remotes do not work.

either the receiver is not working or the remote is bad. only way I know to test is to try a universal remote and if nothing happens the receiver is not working or blocked in some way.
