Re inverted desktop

I tried to unlock the taskbar and drag it I also try Alt+Rtrl+Arrow but i doesnt work, please help me fix my desktop. thank you in advance

Turn your monitor upside down

Right click on an empty space on your desktop
Click on Screen Resolution
Click the button next to orientation and change the option to landscape.
Click on keep changes.
