Re-unlocking my cpu core amd B.E.

i have a amd phenom ii 720 black edition cpu 2.8x3
and
msi 880gm-e35 mobo

used to have windows vista 32bit and i could unlock my 4th core with no problems just turn core unlocker to Auto and it worked.
Now i have a fresh install of windows 7 64bit and tryed to unlock the 4th again and it will not unlock. when i tried i did overclock the cores 3.4 the same time i tried the core unlock if this matters.

could my new os be the problem?
could me oc while unlocking the cores damaged the weak or nonstandard core?

also why does my cpu temps differ from 22c on 2-3 programs , and my bios is like 28c?

Power saving modes tend not to be enabled in the BIOS, it tends to run hotter.

easy solution- try ubuntu 32bit as well as 64bit. If 32bit works, it's the fault of '64bit'. If none works, it's the fault of 'Windows 7'. Generally 64bit OSes are difficult with oc. Also I read somewhere that someone unlocked his cpu in xp but couldn't do so in Win7.
