Receiver won't turn on when connected to a TV?

I have a Panasonic Home Audio Receiver/Blu Ray Player. It will not turn on when connected to a TV. Once unplugged from the TV it will turn on but not when connected to it.

I wonder if you need to disable the CEC funtionallity on one end or the other -- SEE https://en.wikipedia.org/wiki/HDMI#CEC

My guess is the blueray player is waiting for commands across the HDMI.
