Refurb 5504 problem

Got the unit thru the setup and is working fine, except for changing the
channels.
If you try to put in Ch 23, it goes 3 times on the cable box to 222, 333 and
lands on 222. Don't know what is wrong; can anyone help? Thanks in
advance.
