Regisrtation sim service out and reopen

Tmobile locked a sim card so i would like to reopen a sim card
And make a new 1 month of contract sim

Go to Tmobile. They locked your sim for a reason and it usually because you have not met the terms of your contract. Once that is met they will gladly unlock your sim.
