Safe to buy a laptop that doesn't have power?

Hello,

Found a laptop online. Great specs, looks clean. However the seller put on that it doesn't power on. There's no power to the laptop.

Looking online it appears there are some simple fixes, but i'm wondering what the risk level is.
 
Solution
Unless he's giving you a huge discount or is willing to do returns, I would stay away. If it's a recent laptop that is even more of a reason to stay away because the previous owner should have tried to use the warranty.
The problem is that not powering on could be caused by a lot of problems. From ram issues, gpu chip dead, cpu dead, etc.

I would get a working one.

The only way I would buy is, hey I fixed a similar one last year, I have a pretty good idea what's wrong, and I got some time to kill and some "gambling" money so let see if I get lucky!
