There is no way to really restore them on the phone. Voice mails are stored off your phone, with your carrier, so they aren't something you can seek to restore on the phone. If you call your voicemail and it has a restore deleted messages option, you can use that. Some do, most don't.

Otherwise you need to get in contact with your service provider and see if they can get them for you. Some will, some won't.
