Samsung Galaxy Tab 3 7.0 SM-T210R vibrate function?

I've searched everywhere about this and I've gotten both sides of the argument. Does the galaxy tab 3 7.0 wifi only have a vibrate function? I've found answers saying that it's a firmware bug, I've had it where you just go into the settings and enable it (there was no option for it), I'm totally lost.
