Samsung Series 7 Chronos Stuck on Boot Menu

I just recently got a laptop from a friend who told me if I could fix it, I could have it. All I know is it is a Samsung Series 7 CHRONOS and the CPU is Intel Core i7-3635QM 2.40 GHz. What the laptop does is on startup, it does the normal loading of the Samsung icon, then it goes to a weird menu that only has two options: boot menu and app menu. On the boot menu is has:
1. SATA CD: : TSSTcorp CDDVDW SU-B08AB
2. Windows Boot Manager
3. Windows Boot Manager

None of these do anything when selected. On the app menu, I am able to go into setup and that is it. So what I am looking for is, is there a way to factory reset or some other solution to this? I do not care about what is on the laptop which is why a factory reset will be fine. Any help would be appreciated!

Looks like it isn't reading the HDD. You could try to stick a Windows installation disc in there, see if the HDD can at least be detected and formatted. If not, you'll probably need to replace the HDD.
