Question Samsung Tab e

I'm sure this has been asked, anyway my friend gave me her Samsung tab e we factory reset it. We can't get past previous owner. We have tried her and her Moms email and phone numbers and even had verification codes sent to their emails and phones. It just keeps going back to previous owner. There is no other previous owners. PLEASE HELP. This is for my daughter's birthday and would really appreciate any help
