Says number not active?

I've had straighttalk since January while living in Oklahoma. I moved to Texas and just paid my bill on the 2nd .3 days ago I shattered the screen on my phone and today I bought another straighttalk phone. First I tried to just put old sim in new phone. Says sim is network locked. So I added the device to my account . And deactivated and deleted my old phone from account. Then tried to activate new device first with same number says number not active then tried with a new number and it tries to get me buy a plan. I already have service how do I get my new phone to have my service
