I scanned a document mostly containing black colored text.
Scan settings were 300 ppi and B&W mode.
Text is black on paper with no white spots visible to the naked eye.
Scanned text has white spots. What could be the causing them?

So those lighter spaces are detected if the color depth is high enough but not reproduced in B&W so white spots are left?
Right.
To your eye, it is all black.
To a PC, it is a sliding scale of black to slightly not black to white.
Those 'white spots, are actually 'grey', and your eyeball just sees it as black. The PC picks up the individual pixels as black, not quite black, and other.
The 'not quite 100% black' will be shown as 'white'.
