Question sir gave my laptop for repairing when i get it back its it is not charging however it is showing plugged in . i doubt the he changed my orginal batter

Talk to whoever repaired it, could be the battery is not connected or the port is bad. Unless you wrote down the serial number of the battery there is no way to know if it was changed.

Windows won't charge batteries above a certain percent if they are already at that percent, like sometimes my ZBook won't charge past 98% if I unplug it at that percentage and plug it back in.

Fully discharge the battery and then attempt to charge it again.
