slow connection on my computer while fast speeds on my phone.

Hello,
I have a Dell inspiron that i purchased a couple of months ago with Windows 10, and the connection speed barely gets passed 25mbps while the average speed on my phone is 150-250mbps, how is that?

I tried troubleshooting but nothing seems to work, any suggestions and help is welcome.

Try connecting via Ethernet and see if you get the better speed. If so, then there may be a problem with the WiFi in the device. Or it is possible the WiFi in the device is not capable of those speeds (not all are). In either case, I would then contact the manufacturer about a fix for the issue. A new device shouldn't give you problems.
