So, you have Netflix on your phone, but no internet in your house, so you want to stream from your phone to your TV? Or the other way around?

What is the exact model of your phone AND your TV?

If your phone supports MHL you can connect it to the TV with a converter.
If you can use the phone as a hotspot you can use that to connect the TV to the internet.
