Only way i could stop it was restarting the computer & yet that drags on dont wanna restart everytime i get a snowy sound

How can i solve this problem?

You using digital or analog? This is typical of a digital connection, as white noise is transmitted when no signal is sent. The reason you get no sound on boot is because the digital connection isn't opened until the first time an audio signal is sent.

If its analog, I'd chalk it up to typical background noise in the signal.
