So i just bought a new laptop and after I booted it for the first time two and a half hours later it's still at the initial blue screen that says just a moment and I have not been able to get past that I'm not sure of turning it off is a good idea or if this is normal

Initial setup should last that long. You might have a corrupted software or damaged hard drive. Contact the manufacturer since this is still brand new and ask for a replacement or have them diagnosed it.
