There are so many options. Please provide more details, such as:

Type of 3D model (person, home, etc.)?

What model format do you need?

How is the model to be used?

What experience do you have with 3D modeling?

converting a single image to a 3d object is imposible.
If you want to learn 3d modeling, pick a program for it and start watching/reading tutorials.
I recomend 3D Studio Max or Maya (there are free versions but limited for learning)
Or if you want full functionality for free, check out Blender
