I have (or had) a Google Account that I rarely used, mostly for watching YouTube. I felt like deleting it today, and saw that it has 190 emails in its inbox.
Turns out some person who I don't know was using it for Instagram and Apple. I have no idea how they were using it, unless they guessed/hacked my password.
I took control of the Instagram by changing the password to see who it was, and it was some Hispanic person I have never met. I changed the bio to "don't steal my email". I was about to change the Apple password, but I realized I had no reason to and it would look kind of sketchy from Apple's perspective.
I ended up just completely erasing the Google Account. Did I do anything that I could get in trouble for? It was my email, after all.
