I plug it in and hear a click and 2 green lights stay solid but nothing. The TV will not turn on or off just solid lights no matter what.

Model KDL-32L5000

Old TV but love it. Everything on the inside seems to look great, no caps look bad or anything. I do see one fuse but looks fine.

How old is it? You may still be under warranty.

You also might be really lucky. Here are a couple links that point to a firmware issue

Note the second, it lists how to do a firmware update with a USB drive.

See if the description of their problem matches yours, if it does, I would try a firmware update.

If the firmware update didnt work, I would pull the back cover and check fuses. I had to replace an internal fuse with my KVSH34 a few years ago. Its not terribly difficult to do. Check the early link for the fuse locations. If it isnt any of the fuses, then your only hope is going to be a service call. You might also want to try Sony Tech support, describe the issue, and see if they will tell you what the possibilities are.
