Question Sony Cybershot W-55 Access/ Power on & Off Screen

I recently bought a vintage Sony Cybershot W-55. I have no experience with cameras whatsoever so I really don’t know how to fix this. When I turn the camera on, it says access for a few seconds and then says turn power off and on. The lens also zooms in and out multiple times before giving out. Do I need a new lens, if so what should I get? How do I fix this???

Is the battery fully charged?
The "lens" on that is not removable/fixable.

I hope you didn't pay more than about $25 for this.
