x86 doesn't mean 32-bit. It's a bit confusing since people have started using the term x64 to denote 64-bit hardware, but "x64" is still x86. The Jaguar cores powering the PS4 are 64-bit, so it's safe to assume it'll be able to use all 8GB of memory no problem. =)
