Start up a brand new hp notebook

I just bought a new hp notebook ( http/www8.hp.com/emea_africa/fr/products/laptops/product-detail.html?oid=14620093 ) and after a while turning it on , it shows that black screen waiting for commandes . My friend said i had to format it and i don't know how neither if it s the best way . I am so confused please help me !
P.S : i am not a good one at using computers , only basics .

Normally . But it only shows that it only has freedos .. i guess the windows 10 is not installed yet .

If it doesn't come with windows, you would have to buy and install it yourselves.
