Startup Company Can "Print" Animated Graphics

I saw Tshirts with this tech on them being sold at Universal Studios in Orlando when I went for Halloween Horror Nights last month. I saw one that had a bouncing 10 band graphic equalizer, and others with animated flags for soccer team countries etc..
