Static Build up prevents reboot

I have a dell latitude laptop. When rebooting it will say that there is no bootable device. If I then disconnect the battery and hold the start switch to release any static, and the replace the battery, it will start fine.
I did notice I was getting overheating problems, and now use a cooling plate when operating it on the docking station. The problem occurs whether in or out of the station.
QUESTION: is there a way to wire it up to automatically disipate any static, or anything I can do to avoid having to remove the battery on each restart?
