PHONE IS FULL I DO HAVE A SD IN THE PHONE BUT IT DOESNT ALLOW ME TO DO ANYTHING KEEPS TELLING ME STORAGE IS FULL

Some phones and Android versions do not allow the SD card to be used as internal storage. You can go into the app manager and see what programs you can move to the SD card.
