Streaming Kansas City channels in Dallas

Hoping someone can help because I'm at my wits end. I'm technical enough to get by and even that might be a stretch. I purchased a Roku Ultra on Cyber Monday and shortly thereafter started streaming Hulu Live. My internet provider at the time was AT&T. Two weeks ago I switched to Spectrum (Time Warner). They provided the modem and I purchased a router rather than renting theirs. Everything was fine for the 4 days after installation (with Spectrum). Got up on the 5th day to turn on the local news as I do every morning, however the local channels coming up were not local to my area. I called Hulu immediately and they helped me locate my ip address. The tech looked it up said it was a Kansas City ip address, but I'm in the Dallas area. I am getting Kansas City local channels.
I have been unable to get the problem fixed in the last 1-1/2 weeks. I've spent countless hours calling each of these companies (Hulu, Spectrum, NetGear and Roku) and each says the issue is with someone else. Most everyone says it’s Spectrum, but each support person I’ve spoken to at Spectrum points the finger at NetGear or Roku. Yesterday a support tech with Spectrum told me the easy fix was to switch out the modem and I would get a new ip address. It was installed last night and unfortunately did not resolve the issue. Still have the same ip address and still getting KC channels. Does anyone have any idea how I can get this issue resolved? I’m on the verge of taking a bat to every piece of equipment.

Are you using a proxy or VPN service? Also, PM (click the envelope under my avatar) to send me your IP address. I'll verify the location.

I can't imagine how your router or Roku can be causing this issue as your ISP assigns the IP address for you, not the hardware. That is illogical for them to place such blame. Rather, this seems like some very odd routing on behalf of TWC.

A conspiracist might postulate that it is TWC's way to get users to purchase their cable service, vice using IP-based streaming services for local broadcasting.

I called Spectrum back last Friday afternoon and lost it with the tech support specialist. I can't believe that every single individual I've spoken to from tech support, and there have been at least 6, has no idea what other streaming services are out there aside from their own. Asked for a supervisor and finally got confirmation that this was an issue with them. Problem was he didn't know how to fix it and had to escalate it again because the escalation ticket that had been opened the week prior was no where to be found. He said he's seen this happen a couple of times before but that it's a very rare occurrence. He also said something about the ip address lease but I couldn't quite understand it. He said once the lease was up perhaps I'd get another ip, but it looked like the 23rd was the first day of the lease. Since the problem started on the 14th, I'm guessing when the lease previously expired the ip didn't change. I should hopefully be getting a reply from the escalated ticket by Friday.

The IP lease (sort of your "reservation" period for a particular IP address) will expire, but unless they change something, you'll likely get the same IP address. It is common to keep the same IP address after lease renewal (they only have so many IP addresses to assign).
