stuck on shutting down

I have an ASUS all-in-one computer with no battery access. After some windows 10 updates it is now stuck on the screen that says "shutting down." It has been there for about 6 hours. Holding the power button does not work, it goes black for a minute and then the shutting down screen comes back on. I have tried unplugging and holding the button down and I have tried running the battery down to 0%.

Once someone helps you figure out how to get past this and reboot, look for "Disable Hybrid Shutdown Manually" - this happened to me on a few laptops when Windows 10 first came out and I had to disable it manually.
