Is it necessary to turn off the sub woofer everytime I turn off the tv ?

no, you can shut off your soundbar/amp but you do not need to power the sub off

Most consumer electronics today are designed to go into standby mode if not used for a set amount of time. I am sure your subwoofer is like that.
