Suddenly at 100% cpu usage

Hello. I have a brand new Dell Inspiron 3558 , Intel Core i3 5005-U, 4GB Ram & Intel Hd Graphics 5500. I was browsing the internet and suddenly the laptop started to be very laggy, check the cpu usage and it was at 100%. Yesterday I downloaded over 100 windows updates but worked just fine, and I've been using the laptop all day and everything worked fine. When I click the processes tab the CPU usage is at 100% and the only ones using CPU is googlechrome, eset nod32 and the system idle process... I disabled a few services and stopped windows updates but the laptop is still very laggy.I did check for viruses but no threats were found.. Is it normal for an i3 to run this slow? If so I will definetly return the laptop. Thanks.

If your cpu usage is at 100%, that's not the cpu's fault, its only doing what windows and processes within windows tell it to do. Have you tried restarting the pc? Does it still go to 100% usage after the restart? Click the cpu column in task manager this should bring the process that's hogging the cpu to the top, what is it?

I'm using windows 7 SP1 ultimate. It worked just fine so far, I did restart it several times & I even removed the laptop battery once to make sure everything is alright. The laptop works as slow if it's plugged or not and it's set to high performance. I'm running a scan with nod32 again and with malwarebytes. I will edit as soon as they are finished.

Thought I specified it, sorry, the cpu was at 100% and the only processes using a fair amount of cpu were chrome,ekrn (nod32) and system idle process. Like 20 & 30.

Seems the problem was browser Chrome related. I ran a scan with malwarebytes and found a fair amount of threats, all chrome related, like temp files or something. The problem seems to be fixed now. Thank you for you fast replies.

EDIT: The problem is back after a restart. Here is a screenshot of my task manager.

EDIT 2: It appears the cpu usage goes randomly to 100% from time to time for a few minutes/1 hour then goes back to normal, as you can see in the screenshot there is no process that is using that much cpu and even if I close chrome it's very laggy and whatever I open the cpu goes to 100%, and now sometimes even when it's plugged in it stops charging and I have to unplug/plug several times until it starts charging again. All those things came up since I switched back to win 7 (Sp1 ultimate x64) from win 10 because win 10 was too laggy for 4gb Ram. Please leave your opinions on this problem. Thank you very much.
