The hard drive works perfectly in other laptops but it is not detected in Dell inspiron s5423 core i7 laptop

Dell inspiron s5423 not detecting hard drives. It shows check cable connection! PXE - MOF: exiting intel PXE Rom when I try to boot up the system.
 
Solution
Try removing the DVD drive and see if the HDD will work in that SATA slot. If not, I think either the controller or part of the motherboard is bad and would have to be changed. I've never run into this myself, but I have seen various other parts of laptop motherboards go bad.
There's no cable between. The drive bay is fixed onto the motherboard

Sometimes if I run ePSA pre-boot system Assessment test it will detect that "ALL TESTS PASSED" but will still see no hard drive to boot from. I changed the BIOS from Legacy to UEF1 boot mode, no way. I left it on Factory default settings still no positive result.

Well, it could be a bad controller or solder point on the motherboard, Because the DVD Rom is not detected as well, but the USB drive shows on the boot devices.

I think the hard drive connector is faulty and has to be checked first. What's your suggestion?

Seriously, the optical drive and the hard drive don't have the same connector.
