tivo picture problem

I just acquired a philips hdr212 tivo very very cheaply (you get what you
pay for). The problem that it has is horizontal green lines that flicker
randomly across any live tv including new recordings. I've tried both the
coax input and the rca type inputs, both display the green lines. I put the
hard drive from my other philips tivo in it and the existing recordings on
that drive don't have the problem. Would any of you know if the problem is
the tuner or something on the motherboard? or maybe it's something else
entirely. Which brings me to my big question - is it reasonably fixable?
