Laptop specs: Toshiba Satellite running Windows Vista Basic (All I can gather from the badging)

The story: This is my aunt's PC, she had gotten the "FBI" virus where it tries to get you to pay $200 or your computer would be locked or whatever. She took the PC to Staples and they couldn't fix it supposenly so now here I am, trying to do her this favor.

The problem: I turn the laptop on, I get the screen with TOSHIBA Leading Innovation >>> and at the bottom F2 go to Setup Utility, F12 go to Boot Manager. I try to do either one and it just goes to a black screen with a little a little line in the top left hand corner. So matter what I do (Press F2, F12, F8 for safe mode, anything) it goes to that black screen.

I just want to reformat it with a clean Windows 7 but I can't get the boot menu up to even set to boot from CD.

Any help would be greatly appreciated.

I can't boot into windows or anything... I can't get into safe mode, the bios, or anything. Black screen with a little line in the top left hand corner is all I get.
