My Toshiba satellite radius L40 only works when connected to AC cable. When I remove the cable laptop shut down. When cable is not insert, laptop can not switch on. Battery is fine I gues because its fully charged 100%. Maybe some setting changes about accu or power but I can not find anywhere. Please can someone help me?

Just because a battery says it is fully charged doesn't mean it is good. Over time they say they are charged when they are holding less and less of a charge.
Sounds like you need a new battery.
