toshiba L455 will not power up

My laptop is not powering up, I thought it was the battery but I got a new one and it still will not power up. When I plug in the power cord it just blinks but when I unplug it from the laptop it's steady green. I tried the taking the battery out and holding down the power button but it still will not power up.

probably bad charger cable,if you can leave laptop to get time to charge.when you push the power button did the fun on the back of the laptop spins or not.
