Toshiba laptop Windows failed to start

My windows 7 toshiba laptop won't start keeps saying "Windows failed to start" when I turn it on and brings me to windows error recovery which gives me two options to launch startup repair or to start windows normally neither will work. Can someone help please?

If you have CD that came with system run recovery from CD. If u don't have that try to see if it has a factory reset if u have nothing important on laptop.
