Which of these should I get? I am mostly using it for office type stuff. Maybe some gaming but mostly older games. My old hp's gpu went bad (http://www.newegg.com/Product/Product.aspx?Item=N82E16834157045). But it was fine for what I needed.

Personally, I would go for the Dell. It has an i3 which is far superior to the Toshiba's Pentium. It has a bigger screen and a higher resolution. Also, it has a better battery life. All of this makes extra $20 worth it.
If you just play older games, the 4 GB RAM should be enough. I have played some older games and my RAM has never exceeded 4GB.
Only go for the Dell if you do stuff that requires lots of RAM, example Photoshop.

The Dell has a more powerful CPU (i3 vs Pentium); both have integrated intel graphics but the integrated GPU on an i-branded CPU is better than that on the Pentium and Celeron CPUs. The Toshiba is just a lower-end machine.
