When I press the power button after a few seconds I can hear the fan turn on, then the fan turns off, and back on, and back off. It continues this and never boots. Nothing displays on the screen. I have reseated the memory card and still did not help.

Take out the RAM and hard drive, does the system beep or give you status lights? If not, it's a good sign the motherboard is bad.

I took the RAM and Hard Drive out. Nothing happens fan does not turn on, power light does come on and is steady as it should be. Just had to try put the RAM in the other slot and same thing. Placed the RAM back in the correct slot and same thing as before Fan runs for a few seconds then back off and on and off.
