You can't download a Toshiba factory recovery disc set, you have to order a set from Toshiba via these websites:

European Toshiba models: https/backupmedia.toshiba.eu/

American Toshiba models: https/support.toshiba.com/repair

They are not free - - UK cost around £17

You are supposed to make a set of recovery discs using the Toshiba disc creation tool on your laptop while it's working okay So easy to do, it was the first thing I did when I bought mine.

If you don't bother doing an essential task it will usually end up costing you more money.
