Well it still could be the battery, even if it is new. If the battery is after market, it is completely possible it isn't working correctly with the device, or the charger, even though they say they are compatible. This does happen.
If it isn't that, and it isn't the charger cord, then your charging circuit on the motherboard may be the culprit, and that will often mean a motherboard replacement.
