It's not possible to use the serial number to track a lost item.
That serial number is never visible over the internet.

Notify the local police and Apple. If they spot your serial number they'll be able to contact you.

Stop every person you see with an ipad, and check the serial number on the back - EVENTUALLY you will find it ^^
