Transfer of photos from old damaged phone to new phone

How do i transfer my photos from a old phone that wont charge or come on to a new phone borh are androids and no sd card and no cuomputer

You cannot. If the device won't turn on, you can't access the data. You would actually have to get the old device working to be able to get any data off of it.
