It should be as easy as:
1.play back recorded show
2. hitting "record button" on VCR
3. wait for show to end then stop recording
I have the RCA White and Yellow going from Tivo into VCR "in" but I cant get
the VCR to pick up the recording. The TV screen is active with the picture.
What am I missing?

When you say the TV screen is active with the picture, do you mean the
picture coming from the TiVO or from the VCR? If TiVo, then switch it so
you are watching what is coming from the VCR. If you don't see what is
playing on the TiVo then you probably need to switch inputs on the VCR.
There are two common ways of doing this. One is a switch or button that
says Video/TV or just Input. The other way is to change channels down to
below 2 or 1 and then one more. What ever way it is, when you see the TiVo
image coming out of the VCR you can record.

For better recordings, use "Send to VCR" instead of just playing. This will
give you a title screen with the length of the recording, plus make it
harder for the channels to change or otherwise ruin the recording.

Some VCRs have a selection setting for inputs. Record from coaxial cable
(ch 3/4) or composite video (Yellow cable). Read the instructions for the VCR.
