Transferring contacts from broken phone to new phone

I'm having the same problem on an android. The screen is cracked. It will turn on because I could see the screen go from black

If you cannot get the device to turn on, then you cannot get any information off of it. If you had it synced to a google account, you can try accessing that account from the new phone. Otherwise the only way to get info off the old phone is to get it fixed first.
