Turntable volume low with integrated preamp

I've got an Audiotechnica AT-LP60 hooked up to the line inputs (there's no phono input) on a Sony STR-DH590. The turntable seems to have a preamp built in because I can switch it to "line" and listen to the records, but until you hit volume 30 on the receiver, it's not really loud enough to listen to (as a comparison, volume 20 with music coming from my chromecast is pretty loud). Would this indicate that I need a better preamp? If this is the case, suggestions for a preamp would be welcome.
